MOODY’S UPGRADES TURKCELL’S OUTLOOK TO POSITIVE

Special Subjects:

The international rating company, Moody’s, affirmed the Ba2 foreign currency and Ba2 domestic currency corporate family ratings of Turkcell and changed the outlook to positive from stable. Moody’s outlook revision reflects Turkcell’s robust operational and financial performance in 2007, profitability, sustainable cash flow generation capacity, and the positive momentum in its Ukrainian business.
