Long-time management consultant Howard Pennington joined Capitol Tech Solutions in May 2021, bringing more than 25 years of experience to the Sacramento-based web design and software development firm.
As Director of Operations, Pennington will oversee the day-to-day functions, profitability, and staffing for CTS.
“I’ve done all the big stuff and been all over the world, and now I’m looking forward to learning new things and applying my operations and profitability experience to a growing, nimble organization,” Pennington said.
The addition of Pennington furthers Capitol Tech Solutions’ commitment to improving internal processes to provide the best web design, software development, and digital marketing services to the firm’s clients.

Pennington began his career with Arthur Anderson, now known as Accenture, in 1984, working in Eastern Europe, the Middle East, and Asia for most of his career. He completed the now-named Accenture Consulting Development Program, comparable to a PMP Certification, while with Arthur Anderson.
After the successful modernization of the country-wide railway system in Hungary, Arthur Anderson promoted Pennington to the role of partner. His breadth of experience includes managing project teams of more than 80 people with multi-national members.
Pennington retired from Accenture in 2009 before embarking on independent information technology consulting, working with companies such as Infosys Consulting.
He is a Sacramento native, California State University, Sacramento, alumnus, and member of the Alpha Phi Alpha Fraternity, Inc. He holds a Bachelor’s Degree in Management Information Systems.
“I think Capitol Tech Solutions can be a lot bigger than what we are right now. I’m working with (CEO Bobby Reed) to figure out how we get there,” Pennington said.
