Unlocking Strategic Value in HR: Redefining Success Through Hybrid and AI-Enabled Workforce and Talent Management Models

Graebel’s new global research reveals how leaders are transforming HR through hybrid strategies that balance technology, human experience and strategic partnerships

Graebel Companies, Inc., a leading provider of workforce mobility solutions, today released its latest global executive study, challenging organizations to rethink how they structure, measure and modernize HR in their drive for success. “The Workforce Imperative: Views from the C-Suite,” which is based on insights from 950 global CFOs and CHROs, explores the tradeoffs behind the biggest questions shaping the future of HR — from AI enablement to insourcing versus outsourcing, compliance control and HR tech integration.

The research shows that the future of HR and talent management must be defined by deliberate hybrid models that balance internal capabilities with specialized outsourcing and leveraging both AI and human-centered experience to create agile, resilient organizations. Despite some contradictory insights, including gaps between expectations and reality and differing perspectives between CFOs and CHROs, several key themes emerged:

  • Hybrid Models Lead the Way: Nearly two-thirds of executives (65%) favor a hybrid HR approach that combines their enterprise platforms with third-party tools for global relocation and HR services – ensuring flexibility, integration and resilience across functions.
  • AI Adoption is Accelerating: More than half of executives (53%) have already integrated AI tools into their global HR and relocation processes, and another 44% plan to or are exploring it.
  • Efficiency Fuels Innovation: 61% of executives expect AI integration to yield significant cost savings, and 45% would reinvest those savings directly into HR technology to drive continuous improvement.
  • Mobility Budgets Are Expanding: 74% of CFOs and CHROs anticipate their companies’ employee relocation budgets will grow over the next two years, underscoring mobility’s strategic role in talent enablement.
  • Compliance and People Management Challenges Persist: More than half of executives (52%) rank global HR compliance among their most difficult people management challenges, underscoring the need for expert support and integrated approaches that balance control, efficiency and risk management.

The Graebel Workforce Imperative Survey was conducted by Wakefield Research among 950 CFOs and CHROs at companies with a minimum annual revenue of $25M in the US, UK, Germany, India, China Tier 1 Cities, Brazil, Australia and France, between July 14th and July 22nd, 2025, using an email invitation and an online survey.
